ATTENTION APPLICANTS
This online application is for Temporary Pistol Permits only. To qualify for a Temporary Pistol Permit, you must reside in Manchester Connecticut at the time of application. If you already have a Temporary Pistol Permit, or you are an Out-of-State Resident, do not submit an application here. You must apply to the Department of Emergency Services and Public Protection (DESPP).
The process to complete the application for a Temporary Pistol Permit is listed below:
- Attend an approved instructional course by a licensed instructor who can provide a certificate of completion in accordance with current Connecticut state statutes.
- Complete the application on this site by completing the application, submitting all the documentation required, printing out the application packet.
- You must have your application notarized and provide the notorized form to the Manchester Police Department. Note - your applicant can be notarized during your fingerprint appointment.
- You may provide the notarized form in person at the Police Departement.
- Additionally, you will need to acknowledge, sign and complete the FBI Privacy Act Statement. You will be able to print the FBI Privacy Act Statement with your application packet.
- Once you submit your application, you will be provided with an email with instructions to register with the State of Connecticut’s “Connecticut Criminal History Service” (CCHRS) before you schedule your fingerprints.
- Scheduling your fingerprints at the Manchester Police Department can be done through our vendors site at https://www.bioidentserv.com/ and select the location as the Manchester Police Department. Payment for the taking of the fingerprints will be done online and notary services are available on the day of your fingerprinting appointment for a $5.00 cash fee. DO NOT schedule your fingerprint appointment until you have registered with CCHRS.
In order to get a State Permit to Carry Pistols and Revolvers you must first obtain a Temporary Permit. Out of state residents may apply for a non-resident Connecticut State Pistol Permit. Non-residents apply directly to the Connecticut State Police. Call 860-685-8494 to have them mail an application to you.
Temporary Permit applications may only be obtained at the Police Department in your town of residence.
After your temporary permit is issued by your local police department, you will have 60 days from the date on the permit to take it to the State Police to obtain your State of CT permit.
Temporary Pistol Permit Application Procedures/Instructions: must meet ALL requirements
You are required to complete a handgun safety course, which must consist of the NRA's "Basic Pistol Course," before beginning the application process. The NRA's "Home Firearms Safety Course" and "First Steps Pistol Orientation Program" are not approved courses. Once the proper NRA course has been completed, you will be given an official “certificate” from your instructor as proof of your participation in the required course. You will need to have this certificate in order to begin the application process. NRA certificates DO NOT EXPIRE.
The Class Must be given by a CT approved Firearm Instructor
Live fire is also required. Computer-generated programs, dry-fire, plastic bullets, air guns or any other simulated shooting tools, are not acceptable. Students must fire a semi-automatic pistol or revolver.
Any questions should be referred to the CT State Special Licensing and Firearms Unit.
Temporary Pistol Permit Application Instructions:
Complete the online application and schedule an appointment for fingerprinting. Once you submit the application, you must print out the application and have it NOTARIZED (Notary Public Officials are located at Banks, Public Libraries, Town Clerk Offices, Justice of the Peace Officiants, and select individuals certified as a Notary Public). A notary is available at the time your fingerprints are taken by our vendor for a $5.00 cash fee.
You must bring the following items to your fingerprint appointment:
1. Completed/NOTARIZED APPLICATION (Notary services provided at time of fingerprinting)
2. NRA Certificate signed by instructor
3. Driver’s license
4. Signed copy of the FBI Privacy Notice
If you were not born in the U.S., please bring naturalization (citizenship) papers in addition to your license. A Green card or Passport is also acceptable. If you served in the military, please provide DD-214 papers.
Once your application and fingerprints have been submitted it will be about 16 wks. before the results come back. You will be notified by mail with a letter of Approval or Denial. The original application site can be referenced to determine the status of your application. As the process evolves, there will be status changes within the website. Please check the website for information before contacting the police department.
Next you will secure your STATE OF CT PERMIT with the State Police at one of the three STATE POLICE LOCATIONS. You will have 60 days from the date on your Temporary Permit to obtain your State Permit.
To obtain your State Permit you will need to bring the following 4 items: Temporary Permit, passport or birth certificate, photo ID, and exact cash OR a check for $70.00 made payable to Treasurer, State of CT (personal checks are accepted). The State Police will issue your Permanent Pistol Permit.
